Some online suggestions for saving money at the supermarket. One article discusses checking out local ethnic food stores for bargains. Rice could be one which may cost less there. In ethnic markets in the US it usually is sold in big bags in the oriental stores. Large bags are also in the discount clubs. Also fresh veggies are often cheaper in ethnic groceries though you may have to learn how to cook them :

If you cannot store bulk items in your home due to space issues a suggestion is made to find family and friends to split bulk orders with you and thereby obtain a good price for your foods.

Try to locate powdered milk in bulk. It can be mixed once reconstituted with regular milk for a better flavor. If using dried milk alone for drinking then it will taste better if mixed in a blender and then thoroughly chilled before consuming.

Buy dried beans in bulk.

Often dried beans can be found in large bags ethnic food stores or in your discount club stores.

Then use your slow cooker to cook dried beans with huge energy savings and savings over buying canned beans. It costs pennies to cook in a slow cooker as compared to the stovetop or oven. Eggs can be made into many inexpensive meals. Discount clubs often sell flats of eggs at a good price.

A savory bread pudding made with powdered or whole milk, eggs, gluten free or regular stale bread cubes can feed many. Add a bit of cheese, cubed meat, cooked bacon, minced onion, garlic, peppers, mushrooms desired spices etc for flavor.

Default Farmer's Markets

I really lucked out with a Farmer's Market here. The ones in the upscale areas are small and expensive, compared to grocery stores. This one's in an older, low income part of town, has a great selection and the produce is 1/2 - 1/3 less than Wal Mart. And it's really fresh. They also have eggs.

Co-ops are great, too. I haven't belonged to one in awhile, but for very little money, we all had more fresh produce than we could eat.
