Hello SD,
If you feel itching only on eye brows, it could be some skin problem with that area. If you find insect movements also at eye lashes, nose rims and also itching and movement of insects on scalp, it should be the activities of the Noseeums, and their nymphs living in those locations. Noseeums are known to be very active during dusk and dawn, read more on biting midges and their characteristics from Google, you will also know why these symptoms are common in Florida and California areas in the Spring season. Also you can understand why clearing your body of these ' mites ' alone does not cure the disease, since plenty of these little flies are there around you in this season.

But I believe that these insects depend on fungi to live under your skin and you can get rid of them if you can cure yourselves of the fungi, rather than trying to catch the innumerable flies around you. Spraying insecticides will do more harm than good. So, advise to take the antifungal route.
